I also tried to manually install them with the setup file that comes with the drivers for the Harmony devices. I tired installing the device, rebooting, hoping windows would pick up the drivers from the folder I put them in. IN device manager there are just the devices listed with a yellow exclamation mark. But they won't transmit or receive sound without the drivers, apparently. The pc recognizes my headphones i'm trying to connect through bluetooth. It shouldn't be a compatibility error because windows 7 is listed as supported in the zip files that I found for similar makes of the usb dongle device, CSR 4.0 Bluetooth Windows updates, internet downloads and scanning my pc could not find any drivers to show up.
When I installed them on my Windows 7 machine the drivers are missing. I downloaded a few zip files for Harmony drivers that looked to be similar if not exactly the same device.
NewEgg referred me to the client selling it, a company (or person?) called "Cailine Legend" who have not replied yet.

Update: Hamish Blackall commented the following “ USB 3 ports are not recommended” That is worth noting.I bought this dongle from NewEgg and it came with no cd with drivers nor were they sitting on the device somewhere either. The Lenovo notebook’s internal Bluetooth radio needs to be disabled to use the CSR 4 and probably any other USB Bluetooth Adapter. Windows 10 can’t operate two Bluetooth radios at the same time.
